Global database connection pool (for monolith mode) (#2411)

* Allow monolith components to share a single database pool

* Don't yell about missing connection strings

* Rename field

* Setup tweaks

* Fix panic

* Improve configuration checks

* Update config

* Fix lint errors

* Update comments
