Simplify send-to-device messaging (#1702)

* Simplify send-to-device messaging

* Don't return error if there's no work to do

* Remove SQLite migrations for now

* Tweak Postgres migrations

* Tweaks

* Fixes

* Cleanup separately

* Fix SQLite migration
